OVERVIEW
Kiyone is a Galaxy Police Officer, smart, high flying and well in tune with the law. Her ambition to top the Galaxy Police is often held back by her partnership with the ditzy Mihoshi, something which causes her no end of frustration!
Kiyone does not appear in the OVA series, where the name Kiyone is used for Tenchi's mother, instead.
The true Kiyone - because how can Kiyone Makibi be seen as anything other than THE Kiyone?? - does appear in all three of the movies and the Tenchi in Tokyo series (which places her in at least three different timelines). She's also introduced- in the Mihoshi special, which can be seen as a fourth timeline.
Her appearance, if not her exact identity plays a part in the Pretty Sammy OVA and the Pretty Sammy TV series (she has a different surname in these, and is a teacher, but she's basically Kiyone still).
Given all these things, this is the true Tenchi Muyo! Kiyone, based on frequency of appearance. So whatever Tenchi wants to call his mother in the OVA - when I refer to Kiyone on this site, I mean this gal :)
