North American release had no ribbon
Spangling Secret was one of the Secret Surprise Ponies sold in
North America in 1991 and the UK and Europe in 1992-3. In North
America she was called Pretty Puff. She had a cape which could be
opened by use of a key in the brooch on her front. Her original
key is shown in the picture above (which is my childhood pony so
shows some years of play wear and tear!).
She also came with a comb and a ribbon, and a 'gift' which in her
case was a ring - those with heart patterned capes and hearts
in their eyes came with ring accessories.
Because the Secret Surprise ribbons were hidden inside the
compartment when the pony was new in box, it is very hard to
identify what colour ribbon came with each pony. Based on my home
video, Spangling Secret had what looks like a pale aqua ribbon in
the regular style, probably in keeping with other ribbons sold in
1992.
She was also animated in the commercial for the Secret Surprise
ponies.

Spangling Secret's Character
Spangling Secret (or "Spangles" as I called her as a kid) did
appear in the comics in 1992 and maybe into the early part of
1993. In the UK and in Europe, she also had an individual
backcard story, which described a trip she took at night to
visit some fairy friends and share with them her secret
surprise. The box story suggested the pony had both necklace and
ring although they were only sold with one. Spangling Secret's
accessories were meant to have magic properties that allowed the
fairies to fly into the sky like stars.
